reported that he inquired into the process for UNWTO to become a PO in GEO. He was told that

the GEO Executive Committee is not encouraging more POs at this
point - the general feeling is there are too many already, and indeed
ExCom recommendation before last Plenary was only 3 out of 5
applicants be accepted.

in any case, POs are eligible to apply if they have a mandate in
Earth observations or related activities, but the Secretariat does not
"invite" applications.
